Board of Directors
The Board of Directors is elected by the membership to oversee Westerra’s strategic direction in serving members. They serve as unpaid volunteers representing the members who comprise our credit union. Each Board Member brings their unique experience, talents, knowledge and perspective.
James Kullhem, Chairman
Jim Kullhem was a teacher and principal with Denver Public Schools for 34 years. He has worked at both the elementary and secondary levels. Jim is Board President at West Metro Fire Rescue in Jefferson County and a past president of both Southwest Kiwanis and the Denver Principals Association. He served on the DCTA negotiations team in the late 1970s and 1980s, the DPS Retirement board in the 1980s, and as Principal at Gust Elementary in the 1990s. He served on the credit union’s Supervisory Committee for 12 years and was elected to the Board of Directors in 2010.
Larry Ottele, Vice Chairman
Larry Ottele is a retired teacher and administrator with 32 years of service in Jeffco Public Schools. He joined Jeffco Credit Union in 1968 and was elected to the Board in 2005, serving as Vice Chairman for two years. Larry has an undergraduate degree in business administration, a master’s degree in economics and additional graduate work in school administration with an emphasis in school finance.
Karin Riggins, Secretary/Treasurer
Karin Riggins retired with 26 years of experience in the Denver Public Schools Internal Auditing Department. She was the department manager for six years. She also served as the Assistant to the Treasurer of the Board of Education. Mrs. Riggins is a Certified Public Accountant, retired status, and has been a member of the American Institute of Certified Public Accountants since 1970 and a member of the Colorado Society of Certified Public Accountants since 1975. She is currently Treasurer of the Denver Public Schools’ Retired Employees Association. Mrs. Riggins has served on the credit union’s Board of Directors since 1992. She also served on the Supervisory Committee for three years and the Credit Committee for four years. She holds a Bachelor of Science degree in Business from Emporia State University.
William S. Abbey
William Abbey graduated from Regis University and received a Masters degree from the University of Northern Colorado. He retired from Denver Public Schools in 2001 after serving most of thirty-five years as an elementary principal. He was elected to the credit union’s Credit Committee in 1997 and served two years on the Nomination/Election Committee. He served on the Supervisory/Audit Committee from 2003-2011 and was elected to the Board of Directors in 2011. He is currently an educational consultant and continues to be active in professional, civic and community organizations.
Barry Beal, Jr.
Barry Beal, Jr. has been a member of the credit union for over forty years. He has over 20 years of corporate accounting experience. Throughout his professional career, he had the responsibility of working with auditors and legal counsel addressing financial reporting, internal control, and operational issues. Mr. Beal’s beliefs are to maintain a high level of ethics, work hard, and protect the members’ assets. Mr. Beal served on the Supervisory/Audit Committee from 2005 - 2012 and was elected to the Board of Directors in 2012.
Kathy Betts worked with Safeway Stores for 32 years in a variety of positions including retail management, employment and recruiting. She is currently employed with Heritage Title Company. Prior to joining the Board of Directors, Ms. Betts served for six years as the Safeway Rocky Mountain Federal Credit Union Supervisory Board Chairman. She has been involved with several community committees including the Red Rocks Community College Employee Advisory Council. She currently sits on the Board of Trustees for the Denver Children’s Home and the Board of the Krewe de Colorado, a fund-raising committee for not-for-profits.
Andy Raicevich is a retired assistant superintendent for Denver Public Schools, having also served as a teacher. principal, human resources director, lobbyist and in support services. He has served as a Trustee for the DPS Retirement System and a Trustee for Colorado PERA. He is currently Executive Director of Denver Teachers Club. A longtime credit union member, Andy was elected to the Westerra Board of Directors in 2011.
Members of the Supervisory/Audit Committee are volunteers appointed by the Board of Directors to periodically review the credit union’s financial position. Each brings a strong background and excellent experience to their important role with the credit union.
Ron Walker, Chairman
Ron Walker is a retired senior high school assistant principal serving Jeffco Public Schools for 34 years, including 24 years in Administration and 10 years as Driver Education Program manager. He served on the American Driver and Traffic Safety Education Association Board for 12 years and volunteered for Boy Scouts of America for 10 years. Ron was elected to the Jeffco Credit Union Supervisory Committee in 2004 and served as chairman from 2005 – 2009. Ron earned his Bachelors Degree from Colorado State College and Masters Degree in Curriculum/Instruction from the University of Northern Colorado.
Kim Martinez, Vice Chairman
Kim Martinez serves as Controller for the Denver Public Schools Foundation, overseeing all Finance, Accounting, Human Resources and Information Technology functions since 2006. Her duties include managing and facilitating a grant program for Denver Public Schools, awarding over $700,000 annually benefiting over 130 grantees. Kim is a Certified Public Accountant. Her work experience includes seven years with a CPA firm where her responsibilities included internal audit work for Westerra. Kim was appointed to the Supervisory/Audit Committee in 2011.
Darrell Allen, Secretary
Darrell Allen has been a member of Westerra Credit Union since 1976. Mr. Allen was the Chief Investment Officer for the Denver Public Schools Retirement System, and later served on its Board of Trustees as its designated investment expert. Now retired, he has worked in the financial management industry for over 40 years, primarily investing funds for individuals and organizations. He graduated from Portland State University with a Bachelor of Science degree in Business Administration.
Johnny Lydia has 32 years experience in DPS and concurrent membership in the credit union. His work experience includes service as Chief Personnel Officer in Human Resources, personnel supervisor, and teacher. His relevant administrative work experience in budgeting, policy interpretation, and compliance with governmental regulations supports his commitment to serve on the Supervisory/Audit Committee. Mr. Lydia has served on the Supervisory Committee since 2003.
Glenn Mohr worked for Denver Public Schools, Englewood Schools, and Aurora Public Schools, having served as educational assistant, teacher, Manager of Budgeting, Director of Business and Operations, and Chief Financial Officer. He also was on the Investment Committee of the Denver Public Schools Retirement System, and served as Board Treasurer for Denver Educational Senior Citizens, Inc. Mr. Mohr received his M.B.A. in Management at the University of Colorado at Denver, and has been a member of Westerra for almost his entire life. Now retired, he currently volunteers his time as a tutor for the GED and Adult Basic Education program at The Learning Source in Aurora.

C. Alan Peppers, President and CEO
Alan Peppers joined Westerra Credit Union in 1992 and currently serves as Chief Executive Officer. He brings over 30 years of credit union experience to his role as President/CEO of Westerra Credit Union. Mr. Peppers is a progressive thinker and is well respected within the credit union industry - having a reputation for facilitating positive change at the local, state and national levels. At Westerra, Mr. Peppers has focused on achieving excellent financial performance, providing outstanding service quality and increasing product usage by the membership. Following his management strategy of "Whatever you do...do it for the members!" the credit union's assets have grown from $165 million in 1992 to over $1 billion today. Mr. Peppers serves as Vice Chairman and Immediate Past Chairman of the Board of Directors of the CUNA Mutual Group, a multi-billion dollar financial services and insurance provider serving credit unions. He has a Bachelor’s degree in Business Administration.
Duane Bruno, Chief Operations Officer
Duane Bruno joined Westerra Credit Union in 2001 and currently serves as Chief Operations Officer. Mr. Bruno is responsible for overseeing all operations, including member services, branches, contact center, training, human resources, financial planning products and services, and marketing and public relations. With 25 years of credit union experience, Mr. Bruno brings significant credit union insight to his role at Westerra. During his career, he has actively served on numerous state and national boards and committees for various Credit Union System organizations. He is a Certified Public Accountant and a licensed insurance and investment advisor. He has a Bachelor’s degree in Accounting and a Master’s degree in Business Administration with an emphasis in Finance.
Betsy Guerrero, Chief Financial Officer
Betsy Guerrero joined Westerra Credit Union in 1992 and currently serves as Chief Financial Officer. She is responsible for the areas of accounting, finance, strategic planning, administration and compliance, which include oversight of the credit union’s investment portfolio, asset liability management and budgeting process. Through Ms. Guerrero’s ability to efficiently manage projects she has spearheaded the expansion of many Westerra products, services, and delivery channels. She is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants, Colorado Society of Certified Public Accountants, and the Credit Union National Association (CUNA) CFO Council. She has a Bachelor’s degree in Accounting.
John McCloy, Chief Credit and Administrative Officer
John McCloy joined Westerra Credit Union in 2003 and currently serves as Chief Lending and Administrative Officer. He utilizes his over 30 years of lending and financial services expertise to direct Westerra’s lending operations in the areas of commercial loans, consumer loans, mortgage loans and collections. He also oversees the Westerra’s information technology and facilities group. Mr. McCloy’s scope of experience includes extensive management of originations, servicing and collections/asset recovery in all geographic regions. His management experience also includes creation and management of loan servicing/collection call centers, remote site management and centralized management. His operations experience is augmented by extensive interaction with CEOs and Boards of Directors regarding corporate and operating strategies. He has a Bachelor’s degree in Communications and a Master’s degree in Business Administration.
